HCS SB 714 -- TEMPORARY LICENSES FOR HEALTH CARE PROFESSIONALS

COMMITTEE ACTION: Voted "do pass by consent" by the Committee on
Children, Families and Health by a vote of 16 to 0.
This substitute allows the appropriate licensing board in
Missouri to temporarily license certain health care practitioners
from other states who are responding to a governor's declaration
of an emergency in Missouri. Current law allows a temporary
license to be issued for up to 12 months to a health care
practitioner licensed in another state who is acting under
federal military orders and is enrolled in a trauma and disaster
response training program in Missouri.
The substitute allows the temporary license to be issued for a
two-week period, and after verification of qualifications, to be
reissued every two weeks for a period not to exceed one year.
Licensure information and confirmation of services provided
during a declaration of an emergency can be obtained by any
means, including electronic mail.
FISCAL NOTE: No impact on state funds.
PROPONENTS: Supporters say that the bill would increase the
availability of temporarily licensed health care professionals in
Missouri from other states in the event of a declaration of an
emergency by the Governor.
Testifying for the bill was Senator Singleton.
OPPONENTS: There was no opposition voiced to the committee.
